SubjectRestriction on pay plus Deputation (Duty) Allowance- regarding.
The undersigned is directed to say that consequent upon acceptance of the recommendations of Sixth Central Pay Commission, the deputation (duty) allowance shall be restricted as under: "Basic pay, from time to time, plus Deputation (~utyA) llowance should not exceed the maximum of the pay band PB-4 (Rs. 67000) plus the grade pay of the post held on deputation subject to the grade pay not exceeding Rs. 10,000. The term 'basic pay' in the revised pay structure means pay drawn in the prescribed pay band plus the applicable grade pay but does not Include any other type of pay like special pay, etc."


2. These orders shall take effect from 1" September, 2008.

3. Insofar as application of these orders to the officers of the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller and Auditor General of lndia.

Grant of incentive for acquiring higher qualification notification

OFFICE MEMORANDUM

Subject: Grant of incentive for acquiring higher qualification - Inclusion o f additional qualifications/Review of the qualifications listed in the Annexure to this Department's OM No. 1/2/89-Estt(Pay-I) dated 9.4.99.

The undersigned is dlrected to refer to this Department's OM of even number dated 28.4.2009 and a reminder of even number dated 17.6.2009 and 20/8/2009, regarding grant of incentive for acquiring fresh higher qualifications. It is proposed to undertake a review of the qualifications listed in this Department's Office Memorandum dated 9.4.99. All the Ministries/Departments are requested to furnish their considered views/suggestions regarding addition/deletion of qualifications listed in the Annexure to OM dated 9.4.99 to this Department within 30 days from the date of issuance of this OM.

Patna High Court orders pay hike for civil court staff
Patna High Court  directed the state government to enhance the salary structure of the employees of civil courts in the state and make it commensurate with the one recommended by the Sixth pay commission for central govt employees.
A division Bench, comprising acting Chief Justice Shiva Kirti Singh and Justice Shyam Kishore Sharma, issued the directive on a representation of the Association of State Civil Court Employees, treating the same as a writ petition.


The court also directed the state government to start paying the hiked salary to the court employees within a month and apprise the court of the time it would take to pay the arrears.

The court employees pleaded that the state government employees and the employees of the Patna High Court were already getting enhanced salary.

Mobility of personnel amongst central/state while working under pensionable establishments
While instroducing the New Pension Scheme from 01/1/2004, amedments to various existing rules including Rule 2 of the CCS ( Pension ) Rules, 1972 were made whereby these rules became inapplicable to those appointed to Central Govt services and postf from 01/01/2004. Also the new and changed position obtaining on mobility of personnel between central government departments between central and state governments; and between Govt departments and autonoumous bodies on technical resignation from 01/01/2004 under these rules were clarified vide OM of even number dated 26/07/2005.
The positoon has been further reviewed by the Government of India and it has been decided to continue mobility of Govt servants/ autonomous body employees appointed on or before 31/12/2003 and who were governed under the old non contibutory pension scheme of their respective Governments/ Organizations in orer to provide for the continuance of pensionary benefits based on combined service in accordance with the CCS ( Pension ) Rules , 1972 as under:-

   a. Between the Central Govt. departments covered under CCS (Pension) Rules , 1972; and Railway Pension Rules, 1993 or other simlar non contibutory pensionable establishments of Central govt covered by old pension Rules other than CCS ( Pension ) Rules , 1972.

b. Between stat and central Govt provided the employees were appointed in the State Govt on or before 31/12/2003 and covered under old pension scheme similar to CCS ( Pension  Rules, 1972.

c. The pre-existing arrangment of mobility between State/ Central Autonomous body to Central /State Govt and between automous bodies that were governed by old pension schemes inforce upto 31/12/2003 vide No 28/101984 dated 7/2/1986 and OM. No 28/10/1984 pension unit dated 29/08/1984 stand restored although those under CPF etc will not be allowed entry into the old pension scheme on appointments from 01/01/2004.

Mizoram state govt to implement sixth pay recommendations
Mizoram Chief Minister Lal Thanhawla told the assembly that the government would implement the Sixth Pay Commission for its 90,000 employees.
Lal Thanhawla said that the cabinet's decision is being awaited and the government is keen to implement the 6th Pay Commission recommendation as soon as possible, a senior finance department official told newsmen.

Lal Thanhawla, who also holds the finance portfolio, told the house that while the government was ready to implement the recommendations for its regular employees, the welfare of the casual and contingent workers of the government was not overlooked and it was recommended that their wages be increased.





Govt Employees in Sikhim take Pay Commission grievances to Chief Minister
The Chief Minister Pawan Chamling  met with the committee members of various State Government department Associations and assured full cooperation regarding the Fourth State Pay Commission. Mr. Chamling also assured for a meeting with all the government associations in every six months so as to listen to their problems and suggestions, informs an IPR release.

During the meeting held at the conference hall of Tashiling Secretariat on October 27, the various Associations placed their grievances before the Chief Minister for consideration of the Government like proportionate increase in pay hike at all levels, cadre review, timely promotion, check on market prices etc.
Endorsing their support to the Fourth Pay Commission Report, the representatives hoped that the government would consider their grievances sympathetically.
After giving patient hearing, the Chief Minister assured the Employees Associations that the government would look into the grievances and further assured that he was always in favour of the Government Employees and the people of Sikkim. He also informed that his Government ensured that in Sikkim the pay revision is higher than the others states. He thanked the various Associations who were present for their support. He advised the Government Employees to work with more dedication and sincerity in taking the state forward.
The Chief Minister also requested the employees associations to help the government in maintaining the market prices of the commodities and not allow it to soar due to increase of the pay package of the government employees.
In another press release issued by CB Rai, the president of All Sikkim Government Driver Association, it is informed that the Committee submitted their joint memorandum for rectifications in the recommendation of the 4th State Pay Commission while the president of All Sikkim Government Driver Association requested the Chief Minister for consideration for the special duty allowance of 12 .5 percent, Special Allowance @ 25 percent, pension benefit /retirement benefits, LTC and leave encashment facility. Mr. Rai also asked for Risk Allowances for the Sikkim government drivers, forest guards, mechanical and technical workers of Sikkim government.
Urging upon the CM to amend the revised pay scale recommendations of the fourth pay commission and take out a revised order in the interest of the government drivers and other employees in the ‘C’ and ‘D’ category.

Incentive increments to sportspersons for outstanding sports

Subject Incentive increments to sportspersons for outstanding sports achievement at National and International levels.

Para 3(iv) of this Department's OM No.16/1/85-Pay-1 dated 16th July, 1985 provides to grant incentive in the form of increments as admissible to such Government servants who achieve excellence in the sporting events of Nationalllnternational importance. The total number of increments to be awarded for achieving excellence in the nationalllnternational events should not exceed five in his/her entire career.

2. Taking into account the changing scenario and rising global competitiveness in the field of sports, the question of honoring such sportspersons of excellence who win a medal(Gold: Silver or Bronze) in
National, lnternational Tournaments has been considered and it has been decided to review the existing provision of the OM referred to above in so far as incentives is concerned.
3. Vide this Department's OM of even number dated 26th August 2008 and subsequent reminders dated October, 2008, December, 2008 and September,2009 views/suggestions from all the ministrieslDepartments were invited regarding quantum of lump-sum incentives to be granted to such sportsperson who win a Gold, Silver and Bronze medal in the National/International Tournaments. However very few ministriesl Departments have responded to the said OMs.
4. It is, therefore, requested that views/suggestion may be furnished at the earliest to enable this Department to review the existing provisions.

Use of own car/ hired taxi on LTC Journey on account of physical handycap.
Earlier It was stipulated that LTC facility shall be admissible only in respect of journeys performed in vehicles operated by the Government or any corporation in the public sector run by the Central or State Government or a local body.
 Instances have come to notice where Government servants on account of physical handicap/disability of self or dependant family members are unable to perform the LTC journey by the authorized modes of transport and are compelled to undertake the journey by own car or private taxi. Representations are being received to allow reimbursement in such cases. Matter has been examined in consultation wid). the Ministry of Finance.

Department of Expenditure and it has been decided in relaxation of LTC Rules to authorize the Head of Department to allow use of own/hired taxi for LTC journey on account of disability of the Government servant or dependent family member after obtaining following papers/conditions to avoid misuse of such relaxation:-

(i) Medical Certificate from competent authority.
(ii) Undertaking from Government servant that journey in authorized mode is not feasible and he actually travelled by own car/hired taxi.
(iii) such claim should not be more than journey performed by the entitled class by rail/air by the shortest route.

PGI doctors to raise pay issue with Prime Minister
Prime Minister Manmohan Singh is scheduled to visit PGI on November 3 to attend convocation, doctors are getting ready to raise

pay package issue with him. The PGI Faculty Association has three main long-pending demands regarding the pay-scales given to assistant professor, promotional avenues and non-practising allowance given to doctors. It demanded that around 130 assistant professors of the hospital must be given pay-scales at band 4 instead of present band 3.

Mentioning that while other categories of government employees are getting the salary according to revised pay structure recommended by the Sixth Pay Commission, PGI faculty as well as AIIMS are stilling waiting for same. ‘‘In both premium institutes, it has been more than a year. Now our patience is wearing out,’’ said an executive member of the association.


Aditya Aggarwal, general secretary of the association, mentioned that faculty’s promotional avenues should be at least at par with those of the IITs as they perform no less work than the latter and even more in terms of clinical care.

The issue of abolishing ceiling on salary of professors has caused a lot of heart burn as at present a professor’s salary cannot exceed that of cabinet secretary, leading to loss of non-practising allowance (NPA) when former’s salary reaches the upper limit.





South Indian Bank Largest provider for New Pension Scheme (NPS)
Kerala-headquartered South Indian Bank (SIB) has emerged as the largest service provider for the 'New Pension System' (NPS), launched by the central government.

With 134 of its branches authorised to offer the service, SIB became the largest service provider among the 21 banks and financial institutions operating this pension and investment scheme, the bank said Monday.
